FACTORS DETERMINING THE APPOINTMENT AND TENURE OF ADVISERS TO THE PRESIDENT OF UKRAINE

Abstract

The article analyses the internal and external advisors of the Presidents of Ukraine from 1991 to 2025 and identifies the factors that influence the appointment of candidates to the position of advisor. In Ukrainian discourse, the topic of advisors is under-researched; specifically, scientific articles do not thoroughly examine the specifics of appointing particular candidates. The effectiveness of state governance depends on the president’s decisions, and although the details of an advisor’s activities are not publicly known, it is essential that the president is advised by experts. Regression analysis was employed in the study, specifically multiple linear regression and binary logistic regression. It was found that freelance advisors are more likely to remain in office longer than full-time advisors. The analysis revealed the following factors that influence the length of time an advisor remains in office: full-time/freelance status, previous cooperation with the president, and electoral experience. Personal connections, characterised by prior cooperation, tend to prolong the period of tenure. Experience with electoral candidacy or the possibility of being elected shortens the advisor’s tenure. Advisors are appointed based more on their loyalty to the candidate than on their competence. The president tends to prefer a loyal candidate who will support his policies. This study reveals the importance of analysing individuals who influence the formation of domestic and foreign policy decisions.
