ЧИННИКИ ПРИЗНАЧЕННЯ І ПЕРЕБУВАННЯ НА ПОСАДІ РАДНИКІВ ПРЕЗИДЕНТА УКРАЇНИ

У статті проаналізовано чинники призначення штатних та позаштатних радників президентів України з 1991 по 2025 рік та виявлено чинники, які впливають на призначення кандидатів на посаду радника. В українському дискурсі тема призначення радників є малодослідженою, зокрема в наукових статтях не досліджують особливості призначення тих чи тих кандидатів на такі посади. Від рішень президента залежить ефективність управління державою, тому питання кваліфікованості та досвіду його радників є актуальним. У дослідженні використано регресійний аналіз (лінійну регресію та бінарну логістичну регресію) для виявлення чинників, які впливають на призначення радників.. З’ясовано, що для позаштатних радників ймовірність довшого перебування на посаді є більшою, ніж для штатних. Аналіз виявив такі чинники, які впливають на період перебування на посаді радника; штатний/позаштатний радник; попередня співпраця з президентом та електоральний досвід; особисті зв’язки, які характеризуються попередньою співпрацею президента та радника, що подовжують період перебування; досвід балотування і можливість бути обраним, що зменшує період перебування на посаді радника. Призначення радників на посаду відбувається з перевагою лояльності кандидата, а не його компетентності. Президент віддасть перевагу лояльному кандидату, який буде підтримувати його політику. Це дослідження розкриває важливість призначення радників, які впливають на формування внутрішньополітичних та зовнішньополітичних рішень президента.
